How to accelerate Photovoltaics deployment in the European Union

Abstract


In 2025, the cumulative installed solar photovoltaic capacity in the European Union increased to reach over 410 GWp. However, the political ambitions in the Member States of the European Union regarding renewable energy are not in line with the 2022 Solar Energy Strategy and the 2023 Global Pledge on Renewables and Energy Efficiency at COP 28. This trend can be observed from the non-existent market growth for Photovoltaic installation in 2025. This development diverges the road to a 100% renewable energy supply by 20250. To accelerate PV market growth, more flexibility in the European power grids is needed to avoid market barriers and technical limitations. Various measures either to store surplus PV electricity or motivate additional consumption during peak generation hours have to be considered.
